About

Lucy Luo is a visiting researcher in the Technology and International Affairs Program at the Carnegie Endowment for International Peace, where her research focuses on China’s AI ecosystem and international AI governance.

She is also a graduate student at the Yenching Academy of Peking University, where she studies how great power competition is reshaping the global AI supply chain. She was previously a research fellow at Pivotal Research, where she examined the feasibility of a U.S.-China AI hotline. She holds a BA in sociology from the University of British Columbia.
